
Karnataka's Clean Mobility Policy 2025–30 replaces the earlier EV & Energy Storage Policy and takes a different approach to Tamil Nadu's. Where TN writes cheques per charger, Karnataka mostly solves land and grid access — which, if you have ever tried to site a DC hub in Bengaluru, may be the more valuable of the two.
The headline numbers
The policy targets ₹50,000 crore of investment and one lakh jobs across the clean-mobility value chain, and establishes three dedicated clusters with land and infrastructure support: Gauribidanur (825 acres), Chikkamalligewada (1,000 acres) and Harohalli (700 acres). These are most relevant to manufacturing and battery-swap-adjacent businesses rather than a single-site charging operator.
The part CPOs should actually use: the BESCOM portal
BESCOM operates the EV Charging & Battery Swapping Land Aggregator Portal at evkarnataka.bescom.org as a single window connecting landowners, investors and charge point operators. It already lists 5,900+ operational public charging stations and 200+ battery swapping stations across the state, and publishes standard station layout models — from highway fast-charging configurations sized for 3–8 EVs under PM E-DRIVE, up to an EV Hub-3G format spanning as much as 10 acres.
Why a land portal beats a capex grant
The binding constraint on charging rollout in Bengaluru is not money. It is finding a parcel that simultaneously has traffic, parking geometry, and a feeder with spare capacity. A capital subsidy does not create that parcel; a state-run aggregator that pre-matches land to grid feasibility does. If you own land near a Bengaluru arterial, an NH corridor, or a Mysuru/Mangaluru commercial node, listing it is the fastest route to a viable project.

What is not in the policy
Be clear-eyed: Karnataka does not currently publish a Tamil-Nadu-style per-charger cash subsidy with defined caps for private CPOs. Model your Karnataka sites on PM E-DRIVE infra support plus commercial EV tariff treatment, and treat any state-level capital support as upside rather than a line in the base case.
Getting the connection right
Under the Ministry of Power's guidelines (as amended through 17 September 2024), charging is an unlicensed activity and BESCOM/MESCOM/CESC must provide connections on a priority, demand-note basis. Apply on the correct commercial EV category from the outset — getting reclassified after energisation is slow and you will have paid the wrong demand charges in the meantime.
